- The executive, the legislative, and the judicial.
- The representatives (electors) who formally elect the President and Vice President of the United States. --In general, they are expected to cast their votes according to predetermined patterns established by the states. (Very interesting and informative article on Wikipedia.)
- Only the Congress--by agreement of both houses. (Sadly, however, the practice, by and large, has been, more or less, to circumvent the Constitution by simply having the president send troops into combat without a declaration of war
