Republican Party "leaders" continue to ramrod their preferred candidates

We saw it in Missouri. Now look how the North Dakota party leaders gamed the system.

During the March 6th Caucus/Straw Pole, Santorum won 40% of the vote; Paul won 30%; Romney received 26%.

And the final delegate count going to the national convention?

Romney: 16
Santorum: 7
Paul: 2

How? Why?
